Despite expectations of a major rally in the last quarter of 2025, Bitcoin (BTC) and altcoins moved in the opposite direction and experienced sharp declines.
While bullish expectations now extend to 2026, Bitwise CIO Matt Hougan stated that Ethereum (ETH) and Solana (SOL) may be preparing for major breakthroughs in 2026.
According to Hougan, if the long-debated Clarity Act, designed to clearly define how cryptocurrencies should be regulated, is passed in the US, Ethereum and Solana could reach all-time highs.
According to Bitwise’s CIO, Ethereum has already shown strong performance in 2025. After falling as low as $1,500 in the early months of the year, Ethereum subsequently recovered sharply.
With this recovery, it more than tripled and reached its peak. Hougan said this recovery helped restore investor confidence, especially among institutions that had been cautious about ETH. However, predictions for ETH are not entirely bullish.
According to Hougan, Solana’s story is more complex. While Solana continues to grow technologically and as an ecosystem, there are hesitations about whether its price can reach new all-time highs. Hougan points out that regulations are crucial at this point, and he believes more clarity could pave the way for SOL to reach new all-time highs.
In conclusion, Bitwise’s CIO stated that the main problem for Ethereum and Solana is uncertainty, and that’s where the Transparency Act comes in.
If accepted, it would provide long-term stability and demonstrate that the US is serious about a blockchain-based financial future.
Hougan stated that the law in question could open up markets worth hundreds of trillions of dollars, and that Ethereum and Solana could reach new all-time highs in 2026.
