South Korea to Remove Crypto Travel Rule Threshold from Aug. 20

South Korea is set to eliminate the monetary threshold for its crypto travel rule, requiring virtual asset service providers (VASPs) to submit transaction information for every digital asset transfer, regardless of amount. The revised enforcement will take effect on Aug. 20, following a Cabinet meeting review on Aug. 11, as reported by Digital Asset.

What the travel rule change means

Under the current framework, VASPs only needed to provide sender and recipient information for transfers exceeding 1 million won (approximately $730). The amendment to the Act on Reporting and Using Specified Financial Transaction Information removes this threshold, meaning even small-value transfers will now require the same compliance checks.

This move aligns South Korea with the Financial Action Task Force (FATF) recommendations, which call for the travel rule to apply to all virtual asset transfers, not just those above a certain value. The FATF has repeatedly urged member countries to enforce the rule without exemptions, citing the risk of money laundering and terrorist financing through smaller transactions.

For exchanges operating in South Korea, this means enhanced due diligence on all transactions, which could increase operational costs and processing times. However, the rule is designed to improve transparency and traceability in the crypto market, potentially reducing illicit activities.

Users may notice additional verification steps when sending crypto, especially to unhosted wallets or foreign exchanges. The requirement applies to transfers between VASPs and also to transactions involving self-hosted wallets, where the exchange must collect the counterparty’s information.

Local crypto exchanges have been preparing for this change, but smaller platforms may struggle with the technical and administrative burden. The Korea Blockchain Association has called for a phased implementation to help smaller firms adapt, but the government appears committed to the full enforcement date.
