The Office of the Comptroller of the Currency plans to finalize its $GENIUS Act stablecoin rules by November. The timeline signals an effort to resolve regulatory uncertainty before the framework takes effect.
OCC Comptroller Jonathan Gould reportedly shared the target during the Wyoming Blockchain Symposium in Jackson Hole. Crypto journalist Eleanor Terrett reported the development in an August 19 X post.

OCC Reviews Industry Feedback
Gould indicated that the agency will consider industry feedback before completing its regulations. However, officials have not revealed which provisions could change during the review. Additionally, Gould said the OCC’s digital asset approval activity increased eightfold under the current administration.
The OCC published its main $GENIUS Act proposal in February. The proposal then entered a 60-day public comment period that ended May 1.
November Deadline Gains Importance
Congress gave regulators one year to establish the framework after President Donald Trump signed the $GENIUS Act. However, agencies missed the July 18, 2026 deadline for completing all required rules.
Consequently, the November target could provide greater clarity for stablecoin issuers and financial institutions. Moreover, the OCC will oversee several categories of federally regulated stablecoin issuers.
Significantly, the broader framework begins January 18, 2027, or 120 days after key regulators finalize their rules. Hence, the OCC’s November timeline alone will not activate the entire framework.
