Binance Restricts 8 Services and Delists 22 Tokens in Brazil Under New Central Bank Rules

The unwind terms differ by product. Binance Loans shift to a repayment-only mode, with no fees or penalties, and any balance left after settlement is credited back to the user’s spot wallet. Margin is the outlier: “currently, there is no defined deadline for closing your margin positions,” the notice says. Existing leveraged positions can stay open, but from October 27 users cannot open new margin orders, move funds into margin accounts, or take on additional borrowing. Cloud Mining, Binance Pool, Launchpool, Megadrop, HODLer Airdrops and Alpha 2.0 go into a reduce-only state — positions can be closed, but nothing new can be opened.

The 22 Tokens Leaving the Local Board

The token delisting is the part most visible to the average user, and it is explicitly Brazil-only. “Due to regulatory compliance, we inform you that some tokens will be delisted for Brazil as of October 27,” the notice states before naming all twenty-two: XVG, USDE, USTC, DCR, DUSK, PIVX, BB, MANTRA, ONE, GMT, TFUEL, ZIL, ONT, RVN, ACX, HIT, PYR, VANRY, VIC, ICX, SCRT and STORJ. Binance’s tokenized bStocks remain restricted as well.

The list is a strange mix of eras. Two of the tokens are stablecoins — Ethena’s USDe and the long-defunct TerraClassicUSD (USTC) — while the rest are mostly older layer-one and payments assets: Verge, Decred, Dusk, PIVX, Zilliqa, Ontology, Ravencoin, Secret and Storj among them. One name, MANTRA, stands out as a real-asset layer-one that had a mint exploit only days ago. For holders, the exchange is explicit about what happens next: “after that date, your balances will remain safe in your account, and you can withdraw or reinvest them.” Trading in the affected tokens was allowed through October 27, but from today the local board simply no longer lists them.

Two New Local Entities and One Abu Dhabi Custodian

The service cuts are the visible half of a deeper restructuring. By October 29, every user in Brazil is meant to hold an individual payment account at Binance Brasil Corretora de Câmbio e Valores Mobiliários S.A. — the securities brokerage formerly known as Sim;paul, which Binance acquired and which the central bank authorized in December 2024. Virtual-asset services move to a second company, BBrasil Sociedade Prestadora de Serviços de Ativos Virtuais Ltda. Custody of the actual crypto, however, stays offshore with Nest Clearing and Custody Ltd., an Abu Dhabi entity authorized by the FSRA under registration number 000007529 — an arrangement Binance says is permitted under Resolution 520.

The practical consequences are mostly invisible. Binance says users will not need to repeat identity verification, their deposit addresses will not change, and their full trading history remains exportable. What does change is who is legally responsible for their money. “The regulation requires that clients residing and domiciled in Brazil be served by an institution authorized in the country,” the notice explains — which is why a customer who refuses to migrate is told to withdraw and close their relationship by October 27.

Derivatives are treated separately. Binance says Brazilian law 6.385/1976 bars it from offering futures to Brazilian residents, so those products sit behind a separate Abu Dhabi account for users who have already self-initiated one, and any futures position left behind flips to reduce-only.

A Tax Cliff Rises Alongside the Migration

Beneath the product changes is a shift in how Brazilians will be taxed, and it is where the arithmetic gets sharp. From October 29, gains on crypto held through the Brazilian entities fall under the domestic capital-gains regime rather than the offshore rules. Sales totaling up to R$35,000 in a single month are exempt; above that line, the entire month’s gain is taxed at progressive rates from 15% to 22.5%.

The cliff is steeper than it looks, because the threshold counts sales volume, not profit. A trader who sells R$35,000 of crypto in a month pays nothing on the gain. A trader who sells R$35,001 with a R$30,000 cost basis realizes R$5,001 of profit and owes 15% on all of it — R$750.15 — where selling one real less would have owed nothing. Crypto-to-crypto swaps count toward the same limit, which Binance flags explicitly: exchanging BTC for ETH is treated by the tax authority as a sale followed by a purchase. There is also a new four-question risk-profile survey required by Resolution 520, which users have 30 days to complete before new trades are blocked.

The Case That This Changes Less Than It Looks

The skeptical reading of October 27 is that most of this was already off-limits, and Binance is mostly catching its Brazilian product to what the law allows. Spot trading continues unchanged. The exchange insists “your virtual assets remain safe,” points to its proof-of-reserves page, and lets margin positions run with no forced-closure deadline. The twenty-two delisted tokens remain tradeable for Binance’s customers everywhere else in the world.

And Brazil has been steadily tightening crypto’s role in cross-border flows for months — the country already banned crypto and stablecoins for cross-border payments back in May — so a pullback of leverage and lending products is consistent with a regulator that has been narrowing the rails, not widening them.

The limits of that reassurance are also worth stating plainly. Binance’s own notice is an issuer-controlled document, and its “operational changes” framing is exactly what a company would say while removing products. Brazilian users who relied on Binance Loans or Launchpool for yield have no equivalent inside the new local entities, and no timeline has been given for restoring any of the eight services or the twenty-two tokens. Whether the pruning is genuinely temporary depends on future authorizations from a central bank that has given little indication of loosening.

The Deadlines Still Ahead

October 27 is the first of three dates Brazilian users now have to track. October 29 is the migration deadline, when accounts are expected to sit with the two local entities and the domestic tax regime kicks in. November 1 brings a separate set of transfer rules: Binance has already said international crypto transfers will require users to declare the purpose of each operation and confirm sender and recipient details, reported monthly to the central bank — an obligation it outlined in a separate disclosure announcement earlier this month.

The question the market will be watching is whether Brazil’s other large exchanges follow Binance’s lead, or whether this is the moment the country’s biggest venue quietly hands its leveraged and yield-seeking users to competitors that have not yet been pushed to the same degree.
