Tempo on Aug. 12 launched Tempo Earn, a product that lets fintechs pay their users rewards on idle stablecoin balances and keep part of the return, with payroll platform Deel as the first named deployment.
Section 4(a)(11) of the $GENIUS Act bars any permitted payment stablecoin issuer from paying holders “any form of interest or yield” for holding the token. Tempo Earn sources the yield somewhere else: tokenized money market funds, onchain lending and institutional credit, with the platform choosing the assets and deciding “how rewards are split between your platform and your customers,” according to the announcement. The issuer never pays the holder. A lending protocol does.
4% APY Target
Deel built the reference implementation in June, when it launched DLUSD with what is effectively Stripe’s full stack: Bridge issuing the token through Open Issuance, Privy providing embedded wallets, Tempo settling. Morpho vaults deployed on Tempo generate the rewards.
Deel’s help center, last updated June 2, puts a number on it: “At launch, the promotional target rate is up to 4% APY,” described as “a promotional incentive rate” that is “variable, not guaranteed, and driven by market conditions.” Neither Deel nor Tempo has disclosed who funds that rate or what share Deel keeps. Deel covers transaction and network fees, which Tempo’s case study puts at $0.001 per transfer paid in stablecoins.
“Millions of contractors around the world watch their earnings lose value the moment they land,” Thierry Edde, Deel’s head of crypto, said in Tempo’s Deel case study. “Today we give them the infrastructure to change that: a dollar-backed balance inside the platform they already use, rewards that accrue automatically, and a card to spend anywhere.” The card is listed as coming in the third quarter.
Deel processes payroll for more than 40,000 businesses across 150-plus countries, and Stripe’s June release put the worker count at 1.5 million. The wallet is unavailable in the US, UK, EU and Australia.
‘Digital Dollar Voucher’
While Stripe, Bridge and Tempo describe Bridge as DLUSD’s issuer, Deel’s own help center says that, “DLUSD is not a cryptocurrency,” calling it “a digital dollar voucher that lives inside Deel, always worth $1, always convertible back to USD, and only usable within the platform.”
Transfers are allowlisted at the chain level to verified contractors.
Whether the interest prohibition reaches a given arrangement depends on whether the token is a permitted payment stablecoin and who counts as its holder, a term Congress left undefined.
The OCC’s Rebuttable Presumption
Regulators have spent 2026 working on the pass-through question. The OCC’s proposed rule, published March 2 and closed to comment May 1, would create a rebuttable presumption that an issuer is paying interest if it has an arrangement with an affiliate or “related third party” that in turn pays yield to holders.
The proposal defines a related third party to include “a person offering to pay interest or yield to payment stablecoin holders as a service” and any person for whom the issuer mints under that person’s branding, language that describes white-label issuance of the DLUSD type. The FDIC proposed matching text on April 10. No final rules exist; the statute’s prohibition takes effect Jan. 18, 2027 absent earlier regulations.
The American Bankers Association and 52 state associations asked the OCC in May to widen the presumption further, to reach indirect yield “regardless of how upstream payments are labeled.” A separate Tillis-Alsobrooks compromise circulated in May would extend restrictions to exchanges and affiliates by banning rewards “economically or functionally equivalent to interest on a bank deposit.” The Senate has not voted on the underlying market structure bill.
Tempo’s announcement does not mention the $GENIUS Act, US availability or the interest prohibition.
Thirty Million In Balances
The addressable pool on Tempo is small. Stablecoin supply on the chain stands at about $29.9 million, up 23.5% over the past week, with total value locked of $14.4 million, according to DefiLlama. Morpho Blue is the largest lending market on Tempo at roughly $6.9 million in deposits, against $7.96 billion across the 42 chains where it is deployed. MORPHO traded at $1.95, down 0.8% on the day and up 3% on the week, per CoinGecko.
Tempo went live on mainnet on March 18 and introduced Zones, the privacy feature that hides Earn balances and payout history from other network participants. Its validator set includes Stripe, Visa, Zodia Custody and MoneyGram. On Aug. 3 the chain said it plans to support BRSRV, the $GENIUS-compliant money market fund BlackRock announced the same day, and one of the asset types Earn offers platforms.
