Korea’s FIU Seeks Access Blocks on Two Unregistered Crypto Operators

FIU Refers Three Unregistered Operators

South Korea’s Financial Intelligence Unit referred three unregistered virtual asset operators, Aegis Ventures, Tether Max and Super Trust, to prosecution authorities on October 30, and asked the Korea Communications Standards Commission to block domestic access to the websites and mobile apps of two of them, Tether Max and Super Trust. The FIU, the anti-money-laundering arm of the Financial Services Commission, uses a referral to hand suspected violations to investigators; the access-blocking request goes a step further by aiming to cut users off from the platforms while the cases proceed. Aegis Ventures appears in the referral alone. The unit did not seek a block on it because the company operates no dedicated site or app for its virtual asset business, although its general corporate homepage stays online. The regulator framed the action around two goals: stronger enforcement against unregistered operators in the domestic Web3 market, and restricting user access to illegal business sites. Under the Specific Financial Information Act, a virtual asset service provider must register with the FIU before conducting business, and offshore operators targeting Korean users fall under the same obligation, including the anti-money-laundering and KYC controls that registration requires. Operating without registration carries a statutory penalty of up to five years in prison or a fine of 50 million won. The measures land in a market with a narrow licensed perimeter: the FIU’s register lists 28 registered virtual asset service providers as of September 30. Nothing in the October 30 action is final. The commission’s adjudication outcome, the timing of any actual block and the progress of the criminal referrals have not been disclosed, and the regulator has not confirmed whether any of the three firms faces charges.

Bithumb Halts Transfers to the Three Firms

Bithumb added Tether Max, Super Trust and Aegis Ventures to its deposit and withdrawal restriction list in an official notice published October 30, and Upbit’s public listing of unregistered operators includes the same three names. The exchange measures and the regulator’s blocking request run on separate channels. A deposit and withdrawal limit stops users moving virtual assets between their exchange accounts and the flagged firms; the site and app blocking request targets online access routes and only takes effect after review. A request is not an order. The Korea Communications Standards Commission adjudicates each case and then decides whether to block the service or terminate its use. The distinction matters for timing: the FSC’s October 13 materials state that the commission had already adjudicated 27 earlier site requests in sessions held October 6 and 7, deciding on blocking or use-termination for each, while the two new requests remain at the review stage and are separate from those 27 cases. The same materials describe a second front: new installs and updates of unregistered operators’ apps are being blocked through the Google and Apple app markets, with use-termination applied where the server or operator is domestic and blocking where it sits offshore. What the new requests do not establish is equally concrete: the exchange’s official announcement and the regulator’s disclosures stop short of any judicial finding, no court has ruled on the three firms’ conduct, and no criminal punishment has been confirmed. The FIU said in October 14 materials that it will request adjudication whenever unregistered operations are detected, even without victim reports, and will pursue further review as new operators or replacement sites appear.
