Greece becomes 27th of 30 EEA states with Greek MiCA CASP entries

Overview of Initial Greek Entries

The four names now listed are BCASH, Xenios Blockchain Group, Capital Wallet and Piraeus Bank. Xenios has notified eight other EEA states beyond Greece, while Capital Wallet has notified five, putting both among the minority of CASPs that use MiCA’s cross-border passport selectively rather than blanket-notifying the whole bloc or skipping it entirely. BCASH and Piraeus Bank, by contrast, have chosen to serve only the Greek domestic market for now, without passporting anywhere else.

Piraeus Bank’s Entry Reflects Strategic Banking Participation in Crypto Regulation

Piraeus Bank’s presence on the list is the clearest sign that traditional Greek finance is stepping, carefully, into MiCA-regulated crypto services. As one of Greece’s four systemic banks, its authorization signals that mainstream lenders are being drawn into the EU’s crypto framework rather than leaving it to crypto-native firms alone.

Structurally, Piraeus Bank’s entry follows a pattern already familiar elsewhere in the MiCA register: custody and execution services, limited to the home market, with no passport and no exchange service attached. That mirrors how other major banks have entered the framework — a conservative first step rather than a full-service crypto offering.

Under Greece’s MiCA framework, supervisory duties are divided between two regulators: BCASH, Xenios Blockchain Group and Capital Wallet fall under the HCMC’s oversight, whereas Piraeus Bank is supervised directly by the Bank of Greece. Under MiCA, member states may appoint multiple competent authorities to share oversight duties, and Greece’s two-track system assigns central-bank supervision specifically to the systemic lender joining the register.

This matters for the wider market because it shows Greek regulators treating bank-led crypto services differently from firms built purely around digital assets — a distinction that could shape how quickly, and under what supervision, other Greek banks eventually follow Piraeus into the register.

Greece’s Position within the EEA MiCA Ecosystem and Market Implications

Greece’s four new entries move it from having zero domestic CASPs to becoming the 27th of 30 EEA states with at least one, closing much of the gap with countries that built out their registers earlier in the MiCA rollout.

Greek Market Before Domestic CASPs: Foreign Passported Providers

The empty domestic column never meant Greek residents were unserved. Under MiCA’s passporting system, a CASP authorized anywhere in the EEA can notify other member states and operate there without a local license. By the time Greece’s own firms appeared, 172 foreign CASPs had already passported into the country to serve Greek clients — a number in the same range as the 185 providers that had passported into Italy before its own domestic cohort arrived. Most of those firms notified every EEA state at once rather than targeting Greece specifically, but the practical effect was the same: international exchanges could reach Greek customers well before any Greek-authorized firm could.

With BCASH, Xenios Blockchain Group, Capital Wallet and Piraeus Bank now listed, Greece joins 26 other EEA states that already had at least one domestic MiCA entry. That places the country firmly in the later half of the rollout timeline compared with early movers such as Austria, Germany, France and the Netherlands, which had domestic entries appearing from mid-2025.

Remaining EEA States Without Domestic CASPs

Only Hungary, Poland and Romania remain without a single domestically authorized CASP in the MiCA register. That absence isn’t for lack of market activity — between 169 and 176 foreign CASPs have passported into each of those three countries, meaning residents there are already served much the way Greeks were before September 2026, through licenses issued elsewhere in the bloc.

Authorization Timing and Future Outlook for Greek Crypto Regulation

The lag between the HCMC’s national decisions and their appearance in ESMA’s register — roughly seven to twelve weeks — is a detail worth watching as more countries close out their own registration gaps. It suggests that a country’s absence from the MiCA register at any given moment may say less about regulatory inactivity and more about administrative timing between national authorization and EU-wide publication.

What happens next for Greece is an open question. The country’s other systemic banks have not yet followed Piraeus Bank into the register, and whether they do could depend on how the bank’s custody and execution product performs once it launches. Meanwhile, the register itself keeps expanding: the same September 24 update that brought in the Greek firms also added six other providers from Germany, France and Slovenia, pushing the total number of unique authorized CASPs across the EEA to 359.

For now, Greece’s entry closes one of the more conspicuous gaps in Europe’s crypto licensing map, even as the unresolved dispute over Binance’s withdrawn application — and the competing accounts of the ECB’s alleged role in it — leaves an open thread in how the country’s first MiCA chapter is remembered.
