A coalition of 25 Democratic-led states has launched a legal challenge against the Trump administration’s latest tariff policy, opening another chapter in the ongoing dispute over the president’s trade powers.
Filed Monday in the U.S. Court of International Trade, the lawsuit argues that the administration exceeded its legal authority by introducing new double-digit tariffs on 60 trading partners. The case arrives after earlier tariff measures were struck down by the Supreme Court, making the action another watched test of the administration’s trade strategy.
The outcome is also being monitored by Bitcoin investors, who are assessing how different legal outcomes could impact broader market expectations.
States Say New Tariffs Repeat Earlier Legal Issues
The states argue that the latest tariffs rely on allegations of forced-labor imports as a basis for restoring duties that courts had already found unlawful. According to the complaint, the administration used Section 301 of the Trade Act of 1974 after the Supreme Court ruled that the International Emergency Economic Powers Act (IEEPA) did not authorize the earlier tariffs.
New York Attorney General Letitia James said the administration was attempting to impose another round of unlawful taxes on businesses and consumers after losing its previous case before the Supreme Court. Oregon and New York are among the states participating in the lawsuit.
The complaint also cites public statements by administration officials, including U.S. Trade Representative Jamieson Greer and Treasury Secretary Scott Bessent, who assert an intention to restore tariff rates under alternative legal authority.
White House Defends Trade Measures
The White House rejected the claims, arguing that the tariffs are a lawful response to unfair trade practices. Spokesman Kush Desai said countries that fail to prevent imports of goods produced with forced labor place an unreasonable burden on U.S. commerce and American workers.
President Donald Trump has argued that higher tariffs can help revive U.S. manufacturing. After the Supreme Court invalidated the earlier IEEPA-based tariffs, the administration imposed temporary 10% worldwide tariffs before those measures expired on July 24. The latest Section 301 tariffs now apply to more than 99% of U.S. imports.
Market Expectations for Bitcoin Investors
The lawsuit presents two potential macro scenarios for crypto markets. If the states succeed and the tariffs are blocked, easing trade tensions could improve overall risk sentiment, potentially supporting assets such as Bitcoin. Conversely, if the administration prevails and the tariffs remain in place, investors may continue to factor in inflationary pressures, supply-chain disruptions, and policy uncertainty, all of which could influence demand for risk assets, including cryptocurrencies.
