Ghana crypto market hits $21B, fifth in sub-Saharan Africa

The figures are estimates, not an audited measure of money entering the market. Crypto transaction statistics can include assets moving repeatedly between wallets, exchanges and counterparties. The IMF’s assessment places Ghana fifth among crypto markets in sub-Saharan Africa based on the data it reviewed.

Ghana’s $21B crypto market is leaning on stablecoins

Stablecoins are one of the fastest-growing parts of Ghana’s digital-asset market, according to the IMF report. Trading remains a major use, while some users hold dollar-linked tokens as protection against inflation and currency fluctuations.

Cross-border settlement is gaining ground in Ghana’s informal and semi-formal business economy. Retail remittance use remains small, however, despite the potential for stablecoins to move money between countries without relying on conventional banking rails. The IMF described asset tokenization as another small but expanding part of the local market.

Ghanaian regulators estimate the virtual-asset ecosystem now serves more than 3 million users. In a Sept. 28 policy statement, the Bank of Ghana, SEC and Financial Intelligence Centre said digital assets could no longer remain outside the country’s financial regulatory system.

The growth follows several years in which residents increasingly used crypto platforms for trading and value transfers. The Bank of Ghana began developing a dedicated virtual-asset department after Governor Johnson Asiama said regulators could no longer ignore the sector.

IMF says Ghana’s crypto rules still have gaps

Ghana already has a legal base for supervising the market. Parliament passed the Virtual Asset Service Providers Bill in December 2025, and the resulting Virtual Asset Service Providers Act, 2025, Act 1154, gives the Bank of Ghana and SEC responsibility for different digital-asset activities.

The framework covers services including exchanges, wallets, token issuance, stablecoins, lending, brokerage and asset tokenization. Ghana’s SEC handles securities-linked activities, while the central bank oversees areas that fall under its payments and financial-stability mandate.

The IMF found Ghana’s planned prudential and conduct rules were moving in the same direction as international standards, but said further work was needed before the system could provide comprehensive supervision. Its mission called for missing guidelines to be completed and existing rules to be strengthened.

Trading, brokerage and crypto lending were among the areas identified for more detailed activity-based rules. Stablecoin arrangements require further work on issues including reserve assets, liquidity and redemption, according to reporting on the IMF recommendations.

The Fund warned that the market’s size could mean a large number of businesses seek licenses once the framework is fully operational. It recommended similar licensing outcomes across agencies when firms require oversight from more than one regulator, alongside aligned reporting requirements.

To prepare regulators, the IMF mission produced licensing checklists, risk-assessment tables and reporting templates for crypto service providers and stablecoin arrangements.

Ghana is already testing 20 crypto firms

Regulators are using sandboxes while final licensing rules are developed. The SEC began its virtual-asset sandbox in March with 11 participants and said firms could move toward activity-based licenses after six months if their products were market-ready and all regulatory conditions had been met.

By Aug. 19, the SEC had expanded the published list to 20 businesses. The participants cover crypto exchanges, trading platforms, brokerage and tokenization projects involving gold, securities, Treasury bills, bonds and trade finance.

Yellow Card Ghana, WhiteBIT Ghana, Hyro Exchange and KoinKoin are among the businesses testing exchange services. Africoin is piloting gold tokenization, while Vaulta Digital Assets is testing securities tokenization and GFX Brokers is working on a Treasury-bill product.

The SEC said information gathered during the sandbox will help regulators validate and finalize activity-specific licensing requirements. Its March framework set the pilot at 12 months, while allowing compliant and market-ready businesses to transition earlier after completing the first six months.

The sandbox rollout follows Ghana’s move to formally recognize crypto businesses under Act 1154. The country’s passage of the law and division of oversight between the SEC and central bank were covered inGhana’s new crypto regulatory framework.

Stablecoins are becoming a key regulatory focus

The IMF’s recommendations put particular attention on stablecoin arrangements as their use grows in Ghana. The Fund said the regulatory framework should spell out how issuers manage reserve quality, redemption rights, liquidity and operational risks.

The Bank of Ghana already lists stablecoin issuance among the activities that must register or obtain a license under the new framework. Wallet providers, exchanges, investment advisers, token issuers, asset managers and crypto lenders appear on the same regulatory list.

Authorities have begun enforcing restrictions even before the full licensing framework is completed. The Bank of Ghana and SEC have warned virtual-asset businesses against unauthorized advertising of crypto and stablecoin products, saying promotional activity requires regulatory approval.

Ghana’s regulators are simultaneously building supervisory capacity. The Bank of Ghana has created a Virtual Assets Department to oversee market participants in coordination with the SEC and Financial Intelligence Centre. Its mandate covers licensing, compliance, consumer safeguards and risks linked to cybersecurity and financial crime.

The IMF said Ghana has made progress in creating the legal and supervisory structure but faces a tight timetable for licensing a market of its size. Its technical-assistance team recommended completing the remaining guidelines, improving coordination between agencies and preparing supervisory systems before large numbers of crypto firms enter the formal licensing process.
