Fed’s Limited Payment Account Offers No Real Alternative to Master Accounts

Anchorage Digital, a federally chartered crypto bank, has publicly stated that the U.S. Federal Reserve’s recent proposal for a limited-purpose payment account is not a practical alternative to a traditional master account. The bank argues that the proposed framework, while intended to broaden access to the payment system, would place many financial institutions, including crypto firms, in a category subject to heightened review and restricted functionality.

The Core of the Disagreement

According to a statement reported by The Block, Anchorage Digital supports the Fed’s general goal of expanding access to its payment infrastructure. However, the bank’s primary concern centers on the proposed account’s limitations. Specifically, Anchorage Digital is worried that firms classified under this new framework would be unable to access FedACH, the central bank’s automated clearing house network. FedACH is a critical backbone for routine payments, direct deposits, and settlements for banks and financial institutions across the United States.

Without access to FedACH, Anchorage Digital argues that the practical utility of the proposed payment account is severely diminished. Account holders would still be forced to rely on intermediary banks for basic payment processing and settlement, effectively negating the intended benefit of direct access to the Federal Reserve’s payment system.

What This Means for Crypto Banks

The debate over master account access has been a central issue for digital asset firms seeking to integrate with the traditional financial system. A master account provides direct access to the Fed’s payment services, allowing institutions to process transactions without a middleman. The Fed’s proposal for a limited payment account was seen by some as a compromise, offering a path for non-traditional institutions like crypto banks.

A Practical Impasse

Anchorage Digital’s critique highlights a fundamental flaw in this compromise: if the account cannot perform the core functions of a master account, it is not a viable substitute. The bank’s position suggests that the crypto industry views the proposal as a regulatory bottleneck rather than a genuine pathway to financial inclusion. This creates a practical impasse where regulated crypto firms are left with no clear route to operate on equal footing with traditional banks.

Broader Implications for the Crypto Industry

This development is significant for the broader digital asset ecosystem. The ability to hold a master account is often viewed as a key indicator of regulatory legitimacy and operational efficiency. If the Fed’s limited account is deemed unworkable by major players like Anchorage Digital, it could slow the integration of crypto firms into the mainstream financial system. The issue also raises questions about how the Fed plans to balance innovation with its mandate for financial stability and risk management.

Conclusion

Anchorage Digital’s public pushback against the Fed’s proposal underscores a growing tension between the U.S. central bank and the crypto industry. While the Fed has taken steps to modernize its access policies, the practical limitations of the proposed payment account appear to fall short of what the industry needs. As the comment period on the proposal continues, the feedback from Anchorage Digital and other firms will likely play a key role in shaping the final framework. For now, the path to a true master account for crypto banks remains uncertain.

FAQs

Q1: What is a Federal Reserve master account?
A master account is a financial account at a Federal Reserve Bank that allows an institution to directly access the Fed’s payment services, including FedACH and Fedwire, without needing an intermediary bank.

Q2: Why is Anchorage Digital opposed to the Fed’s limited payment account proposal?
Anchorage Digital argues that the proposed account would not provide access to FedACH, making it impractical for routine payment processing. The bank believes this limitation means the account is not a real alternative to a full master account.

Q3: How does this affect the broader crypto banking industry?
The outcome of this debate will set a precedent for how crypto banks can integrate with the U.S. financial system. If the limited account is the only option available, it could hinder the operational efficiency and competitiveness of digital asset firms.
