How Singapore Stablecoin Rules Could Reorder Cryptocurrency Lists

Why could stablecoin rules change how assets are viewed?

Stablecoins that appear similar on the surface can have very different issuer structures and regulatory arrangements.

For example, two dollar-pegged stablecoins might offer similar market functions while operating under different reserve, redemption or disclosure requirements. That information is not always visible in the headline figures used by cryptocurrency lists.

As regulation becomes more detailed, platforms could have more reason to show this information alongside price, volume and market capitalization. That would give users a clearer picture of the asset beyond its market activity and make comparisons less dependent on financial metrics alone.

What role will issuer location play?

Issuer location could become more important without being the only factor determining how a stablecoin is treated.

Singapore’s proposed framework would allow certain foreign-issued stablecoins to receive recognition where they are regulated under a comparable overseas framework. The proposals also cover jointly issued stablecoins involving Singapore and foreign entities.

Reed Smith’s analysis shows that the approach would make issuer location and structure relevant to regulatory treatment, while still allowing some cross-border arrangements. That reflects the way stablecoins already operate across multiple jurisdictions.

A stablecoin can be issued in one country, backed by reserves elsewhere and used by customers around the world. Regulation therefore has to account for more than a simple domestic-versus-foreign distinction.

Could regulatory status become part of a cryptocurrency list?

It could become another useful layer of information. Cryptocurrency lists typically focus on market data such as price, trading volume and market capitalization. Those figures show how an asset is trading, but they do not necessarily explain its regulatory position or the protections available to holders.

The Monetary Authority of Singapore (MAS) has proposed that only issuers licensed under its stablecoin framework could describe their assets as “MAS-regulated stablecoins.” Other stablecoins would remain under the existing digital payment token framework.

That distinction could eventually appear alongside standard market information, allowing users to see not only how a stablecoin is performing but also which regulatory framework applies to it. For an asset intended for payments or settlement, those details may be more useful than trading activity alone.

What does Binance’s multi-asset data suggest?

Financial platforms are already bringing different asset classes into shared trading environments. In its September 24, 2026 analysis, Binance reported that equity assets under management had passed $1 billion, while adoption across TradFi perpetuals, tokenized equities and direct equities was growing at an average of about 15% week over week.

Stablecoins can sit across several parts of that system. They can support crypto trading while also being used for payments, settlement and tokenized financial markets.

As these markets converge, regulatory information could become more useful when comparing assets that serve different financial purposes. A platform displaying multiple asset classes may increasingly need to provide context around how those assets are issued and regulated, rather than relying on market data alone.

How would jointly issued stablecoins fit in?

The proposals also make room for stablecoins issued across national borders. A Singapore entity could issue one alongside a foreign partner, provided the relevant requirements are met. The foreign co-issuer would also need to operate under a regulatory regime that MAS considers substantially equivalent.

That means the details behind an issuer could matter as much as its location. The countries involved and how regulatory responsibilities are divided would help determine how the stablecoin fits within the proposed framework.

What could this mean for crypto adoption?

For businesses, clearer rules could make it easier to assess stablecoins for payment and settlement purposes.

Regulation is only one part of adoption. Liquidity, availability, transaction costs and integrations still affect whether a stablecoin is useful in practice. Businesses also need to understand how the asset maintains its intended value and how redemption works.

The proposals also cover stablecoins used within the wider financial system. Their potential role in areas such as payments, settlement and tokenized markets means regulatory treatment could become an important part of how these assets are assessed.

So what’s next?

The proposals are not yet final. MAS opened its consultation on September 1, 2026, with submissions due by October 16.

The final framework could change, but the proposals point toward more detailed distinctions around issuance, reserves, redemption and regulatory recognition.

For cryptocurrency lists, that could mean market data is only part of the story. As stablecoin regulation develops, the framework behind an asset may become nearly as relevant as its position on the market.
