A four-month analysis phase is to be followed by eight months of incentive-driven capital deployment.
How the Funds Will Be Used
An ecosystem-wide architecture audit preceded the project. The budget is earmarked for protocol grants, AMM yield subsidies and the integration of native money markets.
The proposal cleared Cardano’s on-chain governance in August.
About 73.04% of the voting stake, roughly 3.73 billion $ADA, voted in favor, while 26.96%, or around 1.38 billion $ADA, voted against.
The revised version added staggered fund releases over six months, a 24-month TVL observation period and term limits, and the team cut PRIME’s marketing budget after community feedback.
Safeguards are built into the structure.
About 90 million $ADA remains conditional on a favorable decision by the Operating Group in month 4, which limits immediate exposure to about 30 million $ADA, and performance fees are due only on verified TVL growth, excluding the effect of Cardano’s price.
Alpha Growth is set to receive a fixed fee of 11 million $ADA and a performance-based fee of up to 29 million $ADA, with declining tiers tied to TVL growth.
The Target Is Not a Guarantee
The $200 million figure is a goal, not a certainty. Incentive-driven TVL can also leave once rewards stop, which is a common risk for liquidity mining schemes.
The starting point also matters.
DefiLlama data shows Cardano had $54.77 million in DeFi TVL as of November 5, 2026.
That is below the roughly $90 million baseline cited when the program was proposed, so the gap to the target is wider than first presented.
Cardano’s TVL stood at $57.93 million in late October, down from more than $71 million earlier that month.
Cardano’s DeFi capital is also small relative to the size of the network.
Cryptoticker reported that Cardano locks $62 million in DeFi against an $8.15 billion market value, the lowest share among eleven blockchains it compared.
That liquidity gap is what PRIME is designed to address, and its 24-month observation period should show whether any gains last.
