In a tweet, Cobra, the maintainer of the Bitcoin.org domain, is expressing concern about a potential user-activated soft fork (UASF) in 2025, which could pose a crucial crossroads for the Bitcoin network.
Under Bitcoin Improvement Proposal 119 (BIP 119), this project—run by anonymous developers outside the Bitcoin Core team—aims to introduce CheckTemplateVerify (CTV).
Some Bitcoiners are going to attempt to soft fork in CTV through a UASF sometime in 2025. Developers (outside of Core) are working right now on the code and activation parameters. Not enough people are paying attention to this.

CTV: Enhancing Bitcoin’s Security Amid Controversy
By letting users establish specified spending criteria from particular wallets—often known as “covenants”—CTV aims to improve Bitcoin’s usefulness. Such capabilities, according to supporters, might transform cold storage security and make more complex smart contract applications possible on the network.
By implementing CTV, users would gain unprecedented control over their purchases, ensuring that they can only spend their money under specific conditions. For institutional investors and anyone needing high-security solutions for their assets, this could especially be helpful.
The idea hasn’t been without debate, though. Opponents of BIP 119 have expressed worries about how these covenants may affect Bitcoin’s fungibility—the idea that every unit of the currency is similar and interchangeable.
Some are concerned that imposing spending limits could separate coins bound under covenant from those that are not, thereby compromising the network’s neutrality. Furthermore, the increased complexity of Bitcoin’s core begs security concerns since new features can unintentionally bring exploitable vulnerabilities.
The acceptance of CTV remains divided within the larger Bitcoin community. Although some of its advocates stress the possibility of opening fresh use cases and supporting security, others caution against rushing on an unproven idea.
This split draws attention to a fundamental conflict in the ecosystem: juggling development with the preservation of Bitcoin’s basic values.
