31 Financial Firms Under Review
The Bank of Korea has opened its first systemic review of how the country’s financial sector is exposed to virtual assets, sending questionnaires to 18 banks and 13 brokerages since Oct. 23, or 31 institutions in total. Answers are due on Wednesday, and the exercise marks the first time Korea’s monetary authority has mapped the entire system’s involvement in digital assets in a single pass. The questionnaire demands granular detail: crypto-related staffing and budgets, the business lines each institution actually runs, the reasons for entering the market, and the amounts invested in domestic and overseas crypto companies. The central bank is not asking whether finance touches crypto at all; it wants to know how deeply, with how many people, and how much money is committed. The scenario questions carry the most weight. One assumes South Korea’s largest crypto exchange by market share suspends operations after a major hack or a comparable incident, and asks what the impact on the respondent would be. A second probes the fallout from a sharp price decline followed by a prolonged lull in activity, spanning both spot trading and leveraged contract trading. A third examines how heavy losses at one financial institution from a crypto event would spread through the system. Together the three scenarios cover operational disruption, market risk and contagion risk, effectively a compact stress test for the sector. The review began just before last week’s $6.3 billion Binance hack, but that attack, which US authorities have attributed to North Korean hackers, matches the risk archetype the questionnaire is built around, and it has pushed regulators in Korea and elsewhere to re-examine exchange concentration and security gaps. With Korean retail participation unusually high and trading concentrated on a handful of platforms, a failure at the top exchange would transmit directly into bank lending and wealth-management positions. The survey therefore reads as groundwork for exposure caps, capital charges or liquidity requirements that would pull crypto assets inside the conventional prudential framework.
Stablecoin Pilots and Security Rules
The review lands while Korean financial groups keep building stablecoin capabilities on their own initiative. KB Financial Group completed a pilot of a won-denominated stablecoin in May, and Kakao Pay and KakaoBank partnered with infrastructure firm Fireblocks in September to explore digital asset services. The Bank of Korea has argued that stablecoins should be issued by banks, but a dispute over which institutions qualify as issuers has stalled the proposed Digital Asset Basic Act. One central bank official acknowledged that financial institutions are making their own preparations even though virtual asset legislation is moving more slowly than the market expected. Security supervision has tightened in parallel. In October the Financial Services Commission proposed stricter rules after an inspection of 555 financial companies found deficiencies at 130, and 16 firms, crypto exchanges among them, had suffered security incidents. The proposals call for more frequent vulnerability assessments and stronger accountability for executives. The survey also extends a warning the central bank has made before: its governor has previously flagged leveraged crypto futures trading as a threat to the national banking system and called for closer monitoring of the associated money flows. Including brokers and banks in one questionnaire gives Korea a broader sweep than jurisdictions such as Taiwan, where regulators still approve bank crypto business case by case and focus on custody. Two questions will shape what follows: whether the survey results convert into concrete exposure limits or security thresholds, and whether the stalled Digital Asset Basic Act reaches agreement on issuance rights. Without legislation, institutional preparations stay at the pilot stage, and the central bank’s visibility into risk does not by itself hand it enforceable tools.
