MAS Launches BLOOM to Settle Tokenized Liabilities and Stablecoins

On October 16, 2025, the Monetary Authority of Singapore announced BLOOM. The program will increase settlement capacity among financial institutions. It concentrates in tokenized bank debt, and controlled stablecoins. MAS will collaborate with partners in the industry on a standard basis. The project will deal with operational and financial risks. BLOOM will be dealing with G10 and major Asian currencies. The project aims at home and intercountry settlements. It will also enhance efficiency in the process of corporate and institutional transactions. MAS also makes BLOOM one of the milestones in the leadership of fintech in Singapore.

Key Participants

BLOOM includes fintechs, crypto firms, and banks. Circle will offer the infrastructure of USDC stablecoin. Coinbase will deal with custodial and institutional access. Singapore banks DBS, OCBC and UOB will be added. Partior will offer multi-bank rails of blockchain. The combination of actors brings together conventional finance and online finance. Interoperability and security in the network are provided through collaboration.

Technical Design

BLOOM will decentralize bank deposits and liabilities on a permitted blockchain. Stablecoins will serve settlement rails. The system will be coupled with the current banking infrastructure. MAS will impose the AML and KYC regulations on participants. Stress tests and operational resiliency checks will be compulsory. It will decrease the laggards in the reconciliation and transaction friction. Corporates will automate their treasury functions. The trade finance will be more transparent and fast.

Corporates will pay cross-border invoices immediately. Smaller banks will have access to international settlement rails. The tokenization will increase the efficiency and transparency of settlement. The project also promotes regulatory reporting and compliance on audits. It will enhance monitoring of risks of multi-currency transactions. The companies will have swift end-to-end clearing and reconciliation.

Risk Oversight and Management.

MAS will create prudential protection to all participants. There should be high standards of custody and security of participants. Coordination of the cross-border regulations will be implemented. MAS will involve the participants to comply with stress testing regimes. The measures of risk management will lessen the possible systemic shocks. Money laundering and fraud will be blocked through compliance frameworks. The program is financially stable and innovative.

BLOOM is based on the Project Ubin of MAS and previous tokenization pilots. Stablecoins and tokenized settlements have gained interest on the global level since 2023. MAS is in line with BLOOM and BIS mbridge and ASEAN cross-border programmes. The concept of tokenization solves the problems of inefficiencies in the traditional correspondent banking. There is an increase in corporate need to have faster cross-border payments. The use of stablecoins in Asia is becoming increasingly fast. Singapore has a goal of deepening its role as a fintech centre. BLOOM also assists the smart payment environment of the region. The project takes advantage of the existing booming crypto and digital finance. It is an indicator of the innovation commitment of MAS that is well overseen.

Benefits and Challenges

BLOOM had the potential to cut settlement periods down to seconds. It can reduce cross-border transaction costs. There will be efficiency and transparency in corporates and banks. Smaller financial institutions can have access to tokenized rails. Others such as legal alignment across jurisdictions are a problem. The participants should be at regulatory and operational level of readiness. Adoption will be based on stage pilot outcome and regulatory approvals.

BLOOM was initiated by MAS to modernize settlement involving tokenized bank liabilities and controlled stablecoins. It includes large banks, fintechs, and crypto companies in the program. It deals with Asian currencies and G10. BLOOM is in the corporate finance, trade, and smart payment. The system will enhance efficiency, transparency and risk management. MAS makes Singapore one of the topfintech locations. Adoption and full rollout will be based on phased pilots. BLOOM is a mix of innovation and sound judgment in the field of financial technology.
