Argentina commits to OECD crypto tax reporting framework by 2029

Argentina has committed to implementing the OECD’s Crypto-Asset Reporting Framework and starting the automatic exchange of information on crypto transactions by September 2029, bringing the country into a system now backed by 77 jurisdictions.

The OECD’s Global Forum on Transparency and Exchange of Information for Tax Purposes said on Sept. 14 that Argentina had formally committed to CARF, a framework developed with G20 countries to extend cross-border tax information exchanges to crypto assets.

The commitment sets a deadline for Argentina to begin exchanging information with other participating jurisdictions. It does not immediately create a new crypto tax or reporting regime for Argentine users.

Before exchanges begin, Argentina will need to bring CARF into its domestic legal framework, establish the required reporting system and put arrangements in place for information to be shared with other tax authorities.

Argentina will begin CARF exchanges by September 2029

Argentina becomes the 77th jurisdiction to formally commit to CARF, with participating countries scheduled to start exchanges in 2027, 2028 or 2029, depending on their implementation timetable.

CARF was developed by the Organization for Economic Cooperation and Development with G20 countries to give tax authorities standardized information about crypto transactions involving their residents. The G20 later backed the framework and asked the Global Forum to support its implementation.

The OECD first developed the reporting framework in 2022, before publishing further international tax transparency standards covering digital assets. As crypto.news previously reported, the system was designed to extend international tax information sharing to a sector that was not fully covered by traditional financial account reporting rules.

Gaël Perraud, chair of the Global Forum, said Argentina’s commitment would give its tax authorities access to information about crypto transactions conducted abroad.

“It will help ensure that Argentina’s tax authorities are equipped with the information they need on transactions in crypto-assets taking place abroad,” Perraud said, adding that the system was intended to address tax evasion and avoidance risks associated with crypto.

The Global Forum will monitor Argentina’s progress toward the September 2029 deadline, while its secretariat will provide support during implementation. Argentina has been a member of the forum since 2009 and has participated in discussions on CARF as a developing country and member of the CARF Group.

Crypto exchanges will face CARF reporting requirements

CARF is mainly directed at crypto-asset service providers that facilitate transactions for customers, including centralized exchanges and brokers. Depending on their activities, some other service providers can fall within the reporting framework.

Reporting providers are required to collect identifying information about users covered by the system and transaction information that can later be exchanged between participating tax authorities.

The records can include a customer’s name, address, jurisdiction of tax residence and tax identification number, along with transaction data covering purchases, sales and transfers by crypto asset.

Similar requirements have already begun taking effect elsewhere. Data collection started on Jan. 1, 2026, across 48 jurisdictions, including the United Kingdom and European Union countries, while many participating authorities are preparing for their first information exchanges in 2027.

A recent crypto tax analysis found that transactions within the practical reach of international reporting systems represented only 14% of an estimated $457 billion in potentially taxable onchain activity during 2025. Chainalysis said decentralized exchanges, private wallets, peer-to-peer transfers, crypto payments and onchain income accounted for much of the activity outside the practical reporting reach.

CARF does not by itself decide whether a user owes tax on a transaction. Tax liabilities remain governed by the domestic laws of each jurisdiction, while the framework establishes what information service providers collect and how tax authorities can exchange it.

For Argentine authorities, the system could provide standardized information about transactions carried out abroad by residents. Tax officials can then compare information received from other jurisdictions with taxpayers’ domestic filings.

Self-custody does not automatically mean a wallet balance is reported under CARF. Transactions involving a self-custody wallet can enter the reporting system when funds move through an exchange or another provider covered by the framework.

Argentina already requires crypto service provider registration

The CARF commitment comes after Argentina spent the past two years building a domestic regulatory structure for crypto businesses.

Argentina introduced a mandatory registry for virtual asset service providers in 2024 after lawmakers amended the country’s regulatory framework. The rules require businesses involved in activities such as buying, selling, sending, receiving, lending or trading crypto assets to register with the relevant authorities.

The registration system covers local businesses and foreign companies operating in Argentina. At the time, National Securities Commission President Roberto Silva said unregistered providers would not be allowed to operate in the country.

The framework has since brought major exchanges into Argentina’s regulated crypto market. Bitget, for example, secured Virtual Asset Service Provider registration with the National Securities Commission in June 2026. The registration subjects the exchange to compliance and reporting obligations involving Argentina’s Financial Information Unit and other authorities.

Argentina’s crypto market remains heavily concentrated in stablecoins. Data cited in September showed that stablecoins accounted for 94% of peso-denominated volume across the currencies tracked by Artemis, while adoption research cited by a16z Crypto estimated that roughly one in five Argentines uses cryptocurrency.

The country’s financial groups have begun developing peso-denominated digital assets. BIND Group and Petersen Group were working on separate peso stablecoin projects in July, targeting uses including programmable treasury payments, collateral management and onchain settlement.

CARF gives tax authorities cross-border transaction data

Argentina’s 2029 timetable places it behind jurisdictions preparing to exchange CARF information sooner.

The United Kingdom began implementing the framework in January 2026, with tax authorities expected to start receiving customer information collected by crypto service providers in 2027. European Union platforms have similarly begun collecting identities, tax identification numbers and transaction records under DAC8, with their first full-year reports due in 2027.

South Africa’s first CARF reporting period runs from March 1, 2026, through Feb. 28, 2027. Its tax authority has said individual taxpayers do not file CARF reports directly, although they remain responsible for declaring taxable crypto transactions under existing tax rules.

Argentina had previously been identified by the Global Forum as a jurisdiction relevant to CARF but without a formal implementation commitment. A November 2025 OECD list placed Argentina alongside El Salvador, India and Vietnam among relevant jurisdictions that had not yet committed, although Argentina had joined a statement expressing its intention to work toward bringing CARF into domestic law.

The Global Forum’s latest announcement moves Argentina into the committed group and gives the country until September 2029 to begin automatic exchanges. The OECD has not yet publicly identified the first annual reporting period that Argentina will use once its domestic CARF rules take effect.
