Yes, within limits. Stellar lets a person with a smartphone receive, hold and send digital dollars without a bank account, and turn them into cash at partner locations such as MoneyGram. Aid agencies and employers already use it this way. But it does not reach people without a phone, an ID or a nearby cash agent, and it serves only a small share of the world’s unbanked adults.
How Big is The Unbanked Problem?
The World Bank’s Global Findex 2025 report counts 1.3 billion adults without a financial account. About 900 million of them own a mobile phone, and more than half of those phones are smartphones. This gap is where Stellar fits: its tools need a phone, not a bank branch.

Stellar is a payments blockchain supported by the nonprofit Stellar Development Foundation (SDF). For unbanked users, four parts matter.

- Stablecoins: Users mostly hold digital dollars, not XLM. The main ones are $USDC and MGUSD, the stablecoin MoneyGram launched on Stellar on June 2, 2026.
- Wallets: A phone app, such as Vesseo, Decaf or the MoneyGram app, holds the funds.
- On and off-ramps: Businesses that swap cash for digital dollars and back. MoneyGram’s service covers more than 170 countries.
- Stellar Disbursement Platform (SDP): A bulk payment tool that lets an organization send funds to many recipients and track them on-chain.

- Aid: UNHCR, the UN refugee agency, piloted Stellar Aid Assist, which sends $USDC to a recipient’s Vesseo wallet on a smartphone. The pilot began in Ukraine.
- Wages: SDF has described a worker in Mexico, Luis, who receives his salary in $USDC through SDP, cashes out at MoneyGram and sends money to family in Venezuela.
- Remittances: MoneyGram’s app offers a stablecoin balance that is live in Colombia and El Salvador. On April 22, 2026, MoneyGram and SDF extended their partnership for multiple years.
What Are The Limits?
Stellar removes the need for a bank, not every barrier.
- A smartphone and internet access are required. By the World Bank’s figures, roughly 400 million unbanked adults have no mobile phone.
- Cash-in and cash-out depend on agents, and MoneyGram runs identity checks, known as KYC (“know your customer”).
- SDF itself has said its off-ramp locations reach only a small fraction of unbanked people.
- MGUSD launched in the United States first, with a global rollout still planned.
- Findex data show lack of money is the most common reason people give for having no account, and no payment network fixes that.
What Has Changed Recently?
Recent launches split into two groups: one that reaches end users, and several that serve developers and institutions.
- MGUSD: MoneyGram’s stablecoin is issued by Bridge, a Stripe company. Customers hold it in a self-custodial wallet inside the MoneyGram app.
- Protocol 28 (“Adapter”): Live on mainnet since September 16, 2026. It lets developers move groups of Soroban smart contracts to new code at once and makes contract data easier to migrate.
- Chainlink: SDF said on October 31, 2025, that it would join the Chainlink Scale program. Chainlink’s changelog now lists Data Streams and Data Feeds as available on Stellar. No source reviewed confirms that CCIP, its cross-chain transfer standard, is live on Stellar.
Tokenized real-world assets on Stellar reached $3.47 billion in early October.
